Munitions Accountability & Audit Ledger
Account for every serialized weapon and every lot of ammunition, from receipt to disposal
Overview
The Munitions Accountability & Audit Ledger records each serialized weapon and each ammunition lot as it is received, stored, issued, transferred, expended or turned in for disposal. Every movement is signed for by a named person, and inventories are reconciled against the ledger so discrepancies surface and are investigated. The ledger cannot be edited after the fact, giving inspectors and auditors a complete history for any item.
The problem it solves
Arms rooms and ammunition supply points still rely on paper hand receipts, local spreadsheets and property systems that each hold part of the picture. Serial numbers are copied by hand at every transfer, ammunition lots are tracked differently from serialized weapons, and inventories are reconciled after the fact. When an item cannot be found, investigators have to rebuild its history from signatures, logs and memory, often across several units.
Who it’s for
- Accountable officers and property book officers responsible for arms and ammunition
- Armorers and arms room custodians who issue and receive weapons daily
- Ammunition supply point and munitions storage managers
- Commanders and security managers who answer for sensitive items
- Inspectors general, inventory officers and auditors who verify accountability
How the work flows
- ReceiveItems arriving from a depot, a vendor or another unit are checked against the shipping documents and entered into the ledger by serial number or lot, with the person who received them.
- Issue and returnWeapons are issued from the arms room to named individuals and returned against the same record, and ammunition is issued for training or operations against an approved request.
- InventoryScheduled and unannounced inventories are generated from the ledger, counted by a person who does not hold the items, and reconciled against what the ledger says should be there.
- Investigate and adjustWhen an item is missing, damaged or found, the ledger provides its complete history so the investigation starts from the record rather than from scratch, and any adjustment is approved before it is made.
What it does
- Serial-level ledger
- Every serialized weapon has one record showing each receipt, issue, transfer, inventory and disposal, with the person responsible at each step.
- Lot-level ammunition tracking
- Ammunition and explosives tracked by lot number, quantity, storage location and condition code, including issues, expenditures and turn-ins.
- IUID and barcode scanning
- Items are identified by scanning IUID marks or barcodes on handheld scanners and mobile devices, so serial numbers are not re-keyed.
- Append-only entries
- Ledger entries cannot be edited or deleted. Corrections are made as new, approved entries that reference the original.
- Digital hand receipts
- Hand receipts and sub-hand receipts generated from the ledger and signed electronically by the person accepting responsibility.
- Inventory generation and reconciliation
- Cyclic, change-of-custodian and unannounced inventories generated from the ledger and reconciled item by item.
- Discrepancy cases
- Missing, found, damaged and mismatched items opened as cases with the item's history, notifications, findings and approvals.
- Transfers between units
- Outbound transfers create an expected receipt at the gaining unit, and items stay in transit on the ledger until they are received.
- Disposal and demilitarization records
- Turn-in for disposal and demilitarization recorded with the documents and certificates your procedures require.
- Offline operation
- Issue, return and inventory continue on a disconnected device, and entries sync to the ledger when the connection returns, with conflicts flagged for review.
- Separation of duties
- The person who holds items cannot inventory them, and nobody approves an adjustment they proposed.
- Inspection-ready history
- The full history of any item, location or custodian can be produced for an inspection or investigation and exported.
Who uses it
- Custodian or hand receipt holder
- Holds signed responsibility for items in their area and signs for receipts and transfers
- Armorer
- Issues and receives weapons and ammunition in the arms room and records every movement
- Accountable officer
- Answers for the property record, approves adjustments and certifies inventories
- Ammunition manager
- Manages ammunition receipts, storage, issues, turn-ins and lot information
- Inventory officer
- Conducts independent inventories of items they do not hold
- Auditor or inspector (read-only)
- Reviews the ledger, inventories, cases and audit trail without changing them
Integrations
- Accountable property systems
- Item records and balances exchanged with your service's accountable property system of record by scheduled file or API, mapped during implementation.
- IUID registry data
- Unique item identifiers and item descriptions loaded from the registry extracts your organization provides, so scanned marks resolve to the right item.
- Handheld scanners and mobile devices
- Rugged handheld scanners and approved mobile devices read IUID data matrix marks and barcodes, online or offline.
- Personnel data
- Names, units and identifiers of the people who can sign for or be issued items, from your personnel or identity system.
- Ammunition requirements and lot data
- Approved ammunition requests and lot information, such as suspensions and restrictions, from the systems your organization uses to manage them.
- Single sign-on
- Users sign in through your identity provider using SAML or OpenID Connect, including certificate-based sign-in where your provider supports it.
- Work API
- Ledger, inventory and case data available to your data warehouse and reporting tools through the Moraph Work API.
Security
- Records kept in the United States
- For US government clients, data is hosted only in the United States region.
- Cleared support lane
- Support tickets from federal and defense clients are handled only by US citizens with active security clearances.
- Access by role and unit
- What each person can see and do follows their role and the units, arms rooms and sites assigned to them.
- Encryption under controlled keys
- Data is encrypted, with keys Moraph staff cannot use without explicit, time-bound authorization.
- Tamper-evident ledger and audit trail
- Ledger entries are append-only, and every view, change, approval and export is logged with the person and time.
- Tested releases
- Every release passes security testing gates before deployment, and a software bill of materials is maintained for the product.
Hosting and deployment
- Moraph cloud, United States
- Hosted and operated by Moraph in the United States region for unclassified accountability data.
- Dedicated environment
- A single-tenant environment for organizations that require isolation, scoped in the proposal.
- Client-operated environment
- Installed in an environment your organization operates. Where that environment is a classified network, it runs under your authority and your accreditation process, and Moraph provides control documentation to support it.
- Disconnected sites
- Mobile and handheld clients work offline at sites with intermittent connections and synchronize when a connection is available.
Implementation
- Data mapping and baseline load
- We map item, location and custodian data from your current property system and load an opening balance. We need system extracts and a contact from your logistics systems team.
- Opening inventory
- A full inventory is reconciled against the loaded balance before the ledger becomes the working record, and differences are resolved through your normal procedures.
- Procedures and roles
- Issue and return rules, inventory types and schedules, discrepancy categories, notification steps and approvals are configured to match your service's regulations and local procedures.
- Devices and scanning
- Scanners and mobile devices are set up and tested against your item marks, and offline operation is tested at each site.
- Pilot site
- One arms room or storage site runs on the ledger first, alongside existing records, before the rollout to other sites.
- Training and rollout
- Armorers, custodians, inventory officers and approvers are trained on their own workflows, and sites move over in the order you choose.
What it doesn’t do
- The ledger records accountability; it does not guarantee it. Accuracy depends on people scanning and signing for every movement and on inventories being done as your procedures require.
- It does not replace your service's accountable property system of record unless your organization decides it should. By default it runs alongside that system and exchanges data with it.
- Moraph holds no FedRAMP authorization or DoD impact level authorization for this product. We map controls and provide documentation to support your organization's own authorization decision.
- Operation on classified networks happens only in environments your organization operates, under your authority. Moraph does not host classified information.
- It does not control physical security. Arms room construction, locks, alarms and guards remain under your physical security program.
- Items without readable IUID marks or barcodes must be identified and entered by hand, which needs closer checking.
- Explosives safety calculations, such as quantity-distance and storage compatibility, are not included.
- Disposal, demilitarization and shipment documents are recorded, but they are produced in the systems your organization already uses.
How to evaluate it
- Load an anonymized extract of one arms room's holdings and reconcile it against a fresh count
- Have an armorer issue and receive weapons by scan and judge whether it is faster than the current log
- Run an inventory with a device offline, reconnect, and check how conflicts are presented
- Trace one item's history from receipt to issue and confirm it answers an inspector's questions
- Attempt to edit an entry and confirm the correction workflow and approval
- Confirm separation of duties: who can hold, count, adjust and approve
Questions
Does the ledger replace our property book system?
Not by default. It usually runs alongside your accountable property system of record and exchanges receipts, transfers, adjustments and inventory results with it. Whether it becomes the system of record is your organization's decision.
Can it run on a classified network?
It can be installed in an environment your organization operates, including a classified network, under your authority and accreditation process. Moraph does not host classified information and holds no accreditation for it.
What happens when a site has no connection?
Issue, return and inventory continue on handheld and mobile devices. Entries synchronize when a connection returns, and any conflicting entries are flagged for a person to resolve.
Can a mistaken entry be deleted?
No. Entries are append-only. A correction is a new entry that references the original and is approved by someone other than the person who proposed it, so both remain visible.
Is it FedRAMP authorized?
No. Moraph holds no FedRAMP or DoD impact level authorization for this product. We map its controls and provide documentation to support your organization's own authorization decision.
How is it priced?
As a subscription, usually measured by the number of sites and items tracked, with implementation charged separately. See Working with Moraph for what drives a quotation.
